Warning to all Aspiring Caregivers from DFA Sec

A warning is issued to all who wish to take caregiving courses in the country to beware of training schools that promises employment after graduation. This warning was issued after receiving an alarming report from the Philippine consul general in Vancouver, British Columbia about the situation of Filipina live-in nurses and caregivers.
“It has come to my attention that a number of these caregiver training schools, which attract enrollees by offering to arrange employment for them abroad once they finish the course, may actually be involved in a scam" Foreign Affairs Secretary Delia Domingo Albert said.
“Knowing that it would cost a fortune for most ordinary citizens to get themselves an education and a chance to work abroad, I urge our countrymen who are considering a career in care-giving to be very careful in dealing with these schools”, she added.
The report mentioned of an article from 2 Canadian publications, The Province and The Asian Post last May 16 and 20 respectively. The article told of a certain Anna (not her real name) a Filipina who has been recruited as a nanny in British Columbia under Canada’s Live-in Caregiver Program (LCP). Anna claims that she, like many caregivers, were recruited under the LCP on bogus employer contracts and are deployed without legitimate employers in Canada.
The Live-in Caregiver Program allows professional caregivers to work in Canada. Caregivers are individuals who are qualified to work without supervision in a private household providing care for children, elderly persons or people who have disabilities. It is part of Canada's increasing emphasis on private solutions to meet the social service needs of its population
In Canada, some women's support groups have exposed several flaws of LCP, condemning it to be a modern day slavery and people trafficking. A caregiver under the LCP must live with the employer and have a temporary worker status in Canada.
The website coolwomen.ca , says that these components produce an isolated and vulnerable group in Canada. Workers under the LCP, 82% of whom are Filipino women, can be called on and are called on 24-hours a day to do the cooking, cleaning, childcare, eldercare, home support, chauffeuring, etc for wealthy Canadian families.
There had been Filipinas under the LCP, namely Eleonora Carag and Melca Salvador, who had fought legal battles in Canada. A report from the British Columbia National Health Service mentioned that the Vancouver Filipino Nurses Support Group estimated that over 1,000 Filipino nurses in British Columbia are not registered to work in their profession and that many of them are working as nannies and homemakers.
