OFW Advisory
No Huge Demand for Caregivers confirmed by POEA
May 24, 2004
Caregiver training schools have suddenly mushroomed in different areas in the country, promising employment and big income after finishing to its students. However, in an advisory posted by POEA, they confirmed that there is no huge global demand for caregivers especially in existing markets. Although Taiwan is said to have an upward deployment and accounts for 80% of deployment, it has not gone beyond the number of deployment of 1998. Statistics have shown a decline in the total deployment trend between 1998-2003 in the existing markets.
Taiwan, Israel and united Kingdom have the highest approved job orders in the first quarter of 2004, which compromises of 59%, 26% and 12%respectively totaling to 97% of the total job orders (7,782). The most sought after country, Canada, sadly accounts only for 2.2% of the total contracts processed meaning there is no massive demand for caregivers there.
Although validated reports of a growing demand of caregivers, in US and Japan have been released, prospects in these countries remain uncertain. Employment prospects in Japan are unpromising for lack of market access. On-going talks of the Philippine government with the Japanese government, which has come under intense pressure by various Japanese lobby groups, have yet to lead to the opening of the market for caregivers. Caregivers are even experiencing difficulty in being admitted to US under its employment-based visa scheme.
POEA issued this advisory and laid down the facts to prevent caregivers from pouring their money and effort in any caregiver training institute that promises overseas employment soon after graduation.
