How to Process the Balik-Manggagawa OEC

Overseas Filipino workers or OFWs vacationing to the Philippines to spend holidays with families and friends need to acquire the Balik-Manggagawa Overseas Employment Certificate.
The Balik-Manggagawa OEC can be processed at the Philippine Overseas Employment Administration (POEA) office or through their online page for more convenience.
OFWs must first prepare all the original copy of requirements when processing their OEC, which includes:
- Passport – should be valid at least six months from the date of departure.
- Valid work visa/work permit or equivalent document
- Proof of employment returning to same employer, like employment contract, certificate of employment, company ID and pay slip.
- OFWs may follow these steps in processing their OEC:
For Walk-in Clients
1. Get the BM Information Sheet. OFWs can obtain the BM Form at the issuance counter of the POEA entrance, with a queuing number attached. Fill out the BM Information Sheet accurately. Proceed to the service area and wait for your number to appear on the queuing machine.
2. Submit your requirements for evaluation. Approach the Evaluation Counter once you see your number displayed on the queuing machine. Present your requirements for evaluation/approval and encoding. The evaluator will encode your employment details. He will then give the OFW instructions to proceed to the Assessment/Cashier counter to pay the fees.
Note: If there are discrepancies or if the documents are insufficient, the evaluator will endorse the OFW to the BM Supervisor or Division Chief in-charge for further guidance on what should be done.
3. Pay the fees at the Assessment/Cashier counter. Go to the Assessment/Cashier counter to make payment for the fees. OFW must not forget to wait for the release of their E-receipt/OEC which will serve as their travel exit clearance. This also entitles OFWs to be exempted from paying travel tax, terminal fee and documentary stamps in their remittance transactions.
Fees:
POEA Processing Fee - P100 (per E-receipt/OEC)
PAG-IBIG Contribution - P100 (minimum amount per month)
OWWA Membership Contribution - $25 USD (or its peso equivalent)
PHILHEALTH Contribution - P2,400 (one year coverage)
By Appointment System
1. Schedule an appointment online. Go to the Balik-Manggagawa Online Appointment page. At the appointment system page, OFWs may choose which office or branch they would want to transact and process their OEC/E-receipt. Available dates and time slot will then appear, and OFWs will just have to choose which one they prefer.
2. Process your OEC. OFWs must proceed to his selected office or branch, at his scheduled date and time to process his OEC/E-receipt. Do not forget to bring all the original requirements and the printed duly accomplished BM Information Sheet.
