The Philippine Overseas Employment Administration has issued 319 orders of cancellation of license involving 56 recruitment agencies since the implementation of the 2002 POEA Rules and Regulations up to 2004.

The orders were based on the policy of “difficult to enter for new agencies, easy to operate for licensed agencies and easy to go for violators”. The orders involved 30 cancelled licenses in 2004 which is 63% higher than the 2003 figure of cancellations involving 19 licenses. These figures are in addition to those delisted agencies who failed to comply with the requirements for renewal of their license.

These agencies, however, cannot undertake any recruitment activity during the pendency of their appeal. Any recruitment conducted by these agencies shall constitute illegal recruitment for which they can be held criminally liable.
