Illegal Recruiter Arrested by a Jobseeker Inside POEA

Jobseekers who have strong evidence that someone is engage in illegal recruitment can seek the help of authorized officials or agencies to arrest the concerned person. This is what happened to Crescensia Cabatbat Mamangin, who together with family members and POEA security staff arrested an illegal recruiter inside the POEA main office in Ortigas.
In a news release posted in the POEA website, POEA chief Hans Cacdac informed that the suspected illegal recruiter is Loreta Bautista Bayotas who hails from Malasiqui, Pangasinan. The 43-year old recruiter allegedly promised the aspiring overseas worker a high-paying job as a household worker in Spain in December 2011.
Mamangin filed her complaint at the Anti-illegal Recruitment Branch of POEA, and stated in her submitted affidavit that Bayotas demanded Php300,000 placement fee with initial payment of Php60,000. The rest of the fee would be deducted from the supposed domestic helper job in Spain that would let her earn 1000 euros a month with free board and lodging.
The complainant gave Bayotas the Php60,000 down payment, her passport and other needed documents. In April 2013, she was also given an employment contract which upon verification was proven to be fake. After one month, she was instructed to go to POEA to get her Pre-Departure Employment Orientation Seminar (PDOS) certificate.
Bayotas was arrested by Mamangin, her relatives, and the POEA security officer when she was about to give the PDOS certificate. She was brought to the CIDG AntiTransnational Crime Division for further investigation.
She was found to be carrying fake travel documents with the name of Mamangin that includes PDOS certificate, visa, itinerary ticket, and employment contract.
