New Task Force Ordered to Hunt Illegal Recruiters
Jul 18, 2004
Pres. Gloria Macapagal-Arroyo signed an executive order creating the Presidential Task Force Against Illegal Recruitment. She announced this during her speech at the Overseas Worker's Summit. Police Captain Reynaldo Jaylo will head this task force and GMA has allotted a P10-million-peso- budget.
The president clearly instructed Jaylo to “take down the syndicates that issue fake passports, secure fake visas and shepherd our women like cattle to nightclubs.” She added, “Jaylo shall hunt down these illegal recruiters and make them pay for their crime.” No one will be spared as Jaylo will also have to prosecute corrupt immigration and airport officials.
In her speech, GMA also instructed Department of Foreign Affairs and Dpepartment of Labor & Employment to train and deploy more experts in collective security planning for worker communities, and security coordination with foreign governments and transnational firms employing large numbers of Filipinos. Furthermore, she instructed DFA to accomplish negotiations for new bilateral agreements along with DOLE and the private sector.
GMA has emphasized in her speech a worldwide doctrine of security for Filipinos and the government’s task of keeping Filipinos safe from terror in their places of stay and work.
